Job Description



Responsible for effectively managing, organizing, facilitating and executing on all regulatory matters for Columbia Gas of Massachusetts (CMA), including but not limited to filings with the Department of Public Utilities (Department) and the Department's Pipeline Engineering and Safety Division (Pipeline Division), in accordance with CMA and NiSource business strategy, objectives and commitments.  Develop strong, collaborative relationships with key stakeholders.  Provide project management support for other areas of CMA as necessary.

Essential Responsibilities:

  • Collaborate with CMA Compliance and Safety Management System (SMS) leads to assess compliance, operational and financial risk
  • Develop, improve and implement processes and reporting to ensure compliance with pipeline safety code and continuous improvement
  • Collaborate with leaders in operations, construction, engineering, the integration center and other departments as necessary to ensure timely, responsive communications with the Pipeline Division and other stakeholders
  • Manage list of open issues of concern to the Pipeline Division and work to resolution
  • Develop strong, positive and collaborative relationships with key internal and external stakeholders, including the Pipeline Division and other Massachusetts utilities
  • Conduct project and pipeline safety after action reviews with stakeholders to develop recommended process improvements
  • Ensure accurate and timely preparation and filing of all regulatory filings under the supervision and direction of the Director of Regulatory Policy
  • Prepare and support all regulatory filings, initiatives and plans, working with CMA and NiSource departments as necessary to develop supporting work papers, models, testimony and other materials
  • Serve as company witness from time-to-time in regulatory proceedings
  • As directed by the Director of Regulatory Policy, assist with management of any outside vendors in support of regulatory initiatives
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion
  • Develop best practices and tools for project planning, execution, tracking, management, reporting, and documentation, including identifying project tasks, resource requirements, project dependencies and critical paths
  • Proactively manage changes in regulatory matters, identify potential obstacles, and devise contingency plans
  • Analyze results and troubleshoot problems that are presented
  • Manage technical support activities of the regulatory department and the administration and security of the regulatory database management tools
  • Maintain a thorough knowledge and understanding of CMA regulatory objectives and corporate strategy, including the Gas System Enhancement Plan, SMS, emergency response plans, and other items and issues as they arise.
  • Drive continuous improvement in regulatory relationships by analyzing existing processes, recommending improvements and/or overseeing the implementation of those recommendations
  • Other duties as assigned, such as responding to Department inquiries and training others on regulatory relationships, emergency response plan duties, etc.


Required for Selection:

  • Knowledge of pipeline safety code
  • Bachelor's degree from an accredited institution in a related field, preferably accounting, finance, economics, engineering or related degree
  • Strong written and verbal communication skills, as well as excellent organizational, time management and follow-through skills (short writing sample required)
  • Strong financial and/or analytical skills, including modeling, schedule-building, or other related experience
  • Project management, coordination and facilitation skills or experience
  • Ability to prioritize and to manage multiple, simultaneous and at times, competing deliverables
  • Ability to work in a fast-paced environment with tight deadlines
  • Must be self-directed, with ability to work both independently and collaboratively
  • Must be flexible and able to adapt quickly to change
  • Ability to interface with and gain commitment and cooperation from a wide variety of sources, including senior levels of management
  • Demonstrated sound judgment and decision-making skills
  • Proven analytical ability
  • Ability to comprehend and assimilate complex business and regulatory information, and communicate that information in a concise and persuasive way

Preferred for Selection:

  • Regulatory experience in the utility or related industry
  • Previous management experience
  • 5+ years experience in the utility or related industry
