Job Description

Responsibilities

  • Develop, maintain and enhance new and existing Web applications as well as integrating with internal systems.
  • Develop database-driven and user-driven Web interfaces for rapid, real-time information sharing.
  • Evaluate all software changes and updates that are supplied by vendors, before installation.
  • Participate and support change-management process as required. 
  • Develop and maintain application documentation and source code management. 
  • Provide post-implementation support for newly implemented systems. 
  • Provide end-user support for applications. 
  • Develop solid understanding of business area and/or functions for which assigned applications are designed. 
  • Develop new Web applications as identified by supervisor and management through packaged and customized applications.
  • Perform complete testing of Web applications unit and system, engaging users as necessary.

This position requires a Personnel Risk Assessment (PRA) upon extending a job offer.  This includes social security verification and a seven-year criminal history.  Employment in this position is contingent on acceptable PRA results.  This requirement applies to both internal and external candidates

Qualifications

Knowledge, Skills & Abilities

  • Java Spring Framework
  • Demonstrated abilities in the area of application development and support in web-based applications
  • General understanding of application maintenance, development, and change management methodologies
  • Must be proficient in the use of command line and GUI interfaces for personal computers
  • Demonstrated ability to identify, communicate and solve complex problems
  • Strong verbal and written communication skills
  • Full technical knowledge of all phases of applications systems analysis and programming

Education/Work Experience

  • Bachelor of Science in Computer Science or a degree related to application development and programming or consideration will be given for two or more years of experience in programming or application development

Prefer

  • Java, C++, HTML.

Specialist Level I

  • Entry level application developer skill set
  • Some application troubleshooting responsibilities
  • Ability to satisfactorily complete security training and related application development
  • Understands compliance standards and applicability to job role

Specialist Level II

Demonstrates characteristics of Level I plus:

  • Demonstrated initiative and ability to proactively pursue job completion and issue resolution
  • Proactive in identifying department application needs
  • Ability to manager small application development projects
  • Ability to review and contribute to functional and/or database specifications regarding business requirements
  • Demonstrated ability to develop application/system documentation

 Specialist Level III

Demonstrates characteristics of Level I and II plus:

  • Mastered skills related to specific job responsibilities
  • Strategic planning
  • Ability to manage medium projects
  • Consistently prioritizes workload
  • Proactive in identifying business/enterprise application needs

 Other Requirements of the Position

  • Occasional travel, including air travel.
  • The ability to perform duties effectively under emergency situations.
  • Must be available to participate in weekly 24x7 on-call rotation.
  • Ability to work overtime and weekends, when needed
