Job Description

Introduction

Job Summary:The Communication Design Engineer/Specialist serves as the communication designer for new microwave, wireless systems and infrastructure. This includes communication for high and low density point to point microwave links, multiplex, wireless, multiple address communication systems, and spread spectrum systems. The position will be the technical liaison to other Utilities for design and new system coordination. Additionally, this position will be liaison to communication equipment manufacturers, suppliers, consultants and contractors. The Engineer/Specialist will perform work in an industrial setting, including electric substations, generating stations, gas stations, gas compressor and storage stations. The position may require work on elevated structures, such as communication towers. This position will perform field survey work for new communication systems, performance engineering calculations, bid specification writing, standards, Federal Communications Commission (FCC) and Federal Aviation Administration (FAA) rule applications, application of Radio Frequency (RF) safety rules, application of electric and gas safety rules and working knowledge of structure standards. 

Responsibilities
  • Communication System Design.
  • Conduct field route surveys for microwave path design.
  • Microwave path performance, propagation and reliability calculations.
  • Evaluate space diversity applications for path design.
  • Evaluate passive reflectors for path design.
  • Conduct engineering communication traffic studies. Application of Erlang B loss calculations.
  • Design fiber optic links including performance calculations.
  • Design Multiple Address (MAS) communication systems.¿
  •           Design Supervisory Control and Data Acquisition (SCADA) systems.
  •           Use software to estimate RF propagation performance for MAS systems.
  • Conduct site surveys for RF safety.
  • Compile RF safety documentation for NIPSCO sites where RF equipment installed.
  • Design multiplex systems for information transport.
  • Design wireless point to point T1 systems for low density applications.
  • Write software programs for engineering evaluation and to simulate system performance. Use Visual C++ or BASIC programming.
  • Antenna mount design, including stress analysis, preparation of shop fabrication drawings and stress testing.
  • Design antenna systems for use with microwave and wireless links.
  • Site layout and design.
  • FAA studies and evaluations.
  • FCC licensing, including RF exposure calculations per FCC rules.
  • Building permits and professional testimony.
  • Develop detailed material list for communication projects.
  • Preparation of detailed equipment and system specifications for competitive bidding.
  • Originate cost estimates for major and minor communication capital projects.
  • Develop standards, technical procedures and policies.
  • Evaluate requirements for FCC tower registration.
  • Evaluation, calculation and application of power line carrier systems.
  • Liaison with UTC.
  • Design video surveillance systems, including illumination calculations and supporting communication networks.
  • Satellite telecommunication systems. Configuration, setup and field installation. 
Qualifications

This position will be filled as an Engineer or Specialist depending on degree and experience.

Engineer/Specialist Level I (0-2 years)

  • Ability to complete Estimates and order Material from or through Mapps   
  • Basic understanding of National Electrical Safety Code (NESC) and its usage
  • Basic understanding of FCC Part 1, Part 15, Part 90 and Part 101 rules and their application
  • Basic understanding of ASR/ FAA obstruction standards and their application for communication towers
  • Ability to complete some moderate level communication design projects
  • Ability to read and interpret substation and communication schematics and wiring diagrams
  • Ability to use Electric and Line Engineering Standards
  • Ability to apply basic Substation and Communication Engineering principles to recommend some substation/communication engineering solutions
  • Knowledge of AutoCad
  • Knowledge of engineering software packages, like PathLoss, MatLab, and RadioSoft.
  • Knowledge of communication tower standard TIA-222 latest revision
  • Basic understanding of tower wind loading, twist and sway, strength of materials, and engineering mechanics
  • Basic understanding of microwave propagation and margin calculation
  • Basic understanding of fiber optics, modes, and margin calculation
  • Knowledge of field survey instruments, including transit, and theodolite
  • Obtain RF Safety certification and maintain (FCC requirement)

Engineer/Specialist II (2-4 Years)

All of the qualification of an Engineer/Specialist 1 plus the following:

  • Increased ability to complete moderate-sized Estimates and order Material through Mapps   
  • Increased understanding of NESC codes and their usage
  • Ability to complete more complex Communication  Design Projects                                                                                                                                                                                                                                                                                                                                                                                                                              Increased understanding of ASR/FAA obstruction standards and their application for communication towers
  • Increased ability to read and interpret electric schematic and wiring diagrams
  • Increased ability to use Electric and Line Engineering Standards

  • Working knowledge of Autocad
  • Ability to use engineering software packages, such as PathLoss, MatLab, and RadioSoft
  • Working understanding of communication tower standard TIA-222 latest revision
  • Working understanding of tower wind loading, twist and sway, strength of materials, and engineering mechanics
  • Working understanding of microwave propagation and margin calculation
  • Working understanding fiber optics, modes, and margin calculation 
  • Working knowledge in the use of field survey instruments, including transit, Laser units, and theodolite
  • Maintains certification in RF Safety. Engineer/Specialist III (4-9 years)

All of the qualifications of an Engineer II plus the following:                                                       

  • Proficient in completing complex-sized Estimates and order various Material of all types through Mapps
  • Proficient understanding of NESC codes and their usage
  • Ability to suggest communication redesigns commonly accepted industry practice
  • Proficient in completing various complex Communication Engineering Projects
  • Proficient in reading, interpreting, and correcting various schematics and wiring diagrams 
  • Significant ability to use and improve upon existing Communication related Electric and Line Engineering Standards
  • Significant ability to apply complex electrical engineering principles to recommend sound communication engineering solutions to nearly all types of communication engineering projects 
  • Ability to lead communication field and office meetings
  • Proficient in use of common programming languages, and can write engineering programs                                                                                                                                                                                                                                                                                                                                                                            Working understanding microwave propagation, and margin calculation

Also has working knowledge of  subnet masking, basic  network testing techniques, and setup of Ethernet switches, and other layer 2 equipment.                                                                                                                                                                                                                                                                                                                                                                                                           Working knowledge of electrical design work, including 3-phase, single phase, Edison 3-wire, conductor sizing, transformer sizing, regulation, delta and Y configurations, VA, Watt, VAR and power factor.

Sr. Engineer/Specialist (7-12 Years)

All of the qualifications of an Engineer III plus the following:                                                       

  • Skilled in completing complex-sized Estimates and order various Material of all types through Mapps   
  • Skilled in developing communication engineering strategies for the largest and most complex communication engineering jobs
  • Has a comprehensive mastery of the NIPSCO communication network, and applications for supporting company requirements  
  • Skilled on the various NESC codes and their applications in communication stations located within electrical substations
  • Skilled with ASR/FAA obstruction standards, and their application with communication towers and other NIPSCO structures
  • Has a comprehensive ability to suggest communication station redesigns in light of NESC code issues and/or violations and think out safe, efficient, cost-saving solutions to complex projects
  • Skilled in the comprehensive ability to read, interpret, and correct various electric schematics and wiring diagrams
  • Skilled in leading teams, projects and meetings with various stakeholders to achieve desired outcomes.                                                                                                                                                                                                                                                                                                                                                      Skilled in application of microwave propagation, margin calculation, reflection points, path reliability calculations, and calculations needed to deploy passive billboard repeaters.                                                                                                                                                                                              Skilled with application of RS232 standard, application under various conditions, and knowledgeable with various standard distances.                                                                                                                                                                                                                                                                            Skilled with application of OET Bulletin 65. Can apply bulletin to communication station certification for RF Safety. Also, skilled at prescribing proper signage needed for site compliance with FCC RF safety requirements.                                                                                                                         Skilled with design of optical networking, fiber optics, modes of propagation, margin calculation, bandwidth distance product, NA, chromatic and material dispersion, splitters, combiners, Wavelength Division Multiplexing (WDM), HDWDM, repeaters, amplifiers                      
  • Skilled with system planning and budgeting. Can produce multiyear coordinated budget proposals                
  • Can engineer innovative communication networks and system using new technology, architectures, and processes.                                                                                        
  • Has working knowledge of probability and statics and able to apply knowledge to stochastic and deterministic networks.  Also has working knowledge of sample testing, confidence intervals, and distributions. 

Education/Work Experience

Required for Selection: 

  • Graduate from a four year ABET accredited college or university with a Bachelor of Science in Electrical Engineering OR Electrical Engineering Technology

Knowledge, skills and abilities depending on Level of Experience

  • Working knowledge of propagation simulation software
  • Working knowledge of steel design for antenna mounts, tower design
  • Working knowledge of National Electric Code, and National Electric Safety Code
  • Familiar with survey instruments and practice. Including, but not limited to, Theodolite, U.S.G.S. quadrangles, aeronautical charts, and benchmarks.
  • Familiarity with strength of materials for antenna mounts design and fabrication.
  • Working knowledge of FCC RF safety standards, calculation of RF field strengths and their application to site safety certification and posting

Preferred for Selection:

  • Skilled with computer software and hardware applications
  • Fundamentals of Engineering (FE) or Professional Engineer (PE) License
  • Industry training/certification in RF safety
  • Industry training in 2-way radio, fiber optics, protective relaying
  • Familiarity with data networking
  • Familiarity with ANSOFT Designer
  • Experience in point to point and multipoint communication system design
  • Experience with design of packet routed radio networks for providing wide area geographic coverage
