Job Description


To develop and leverage strong relationships, communication skills, knowledge of the energy industry generally and CVA specifically, and a core understanding of the political process in Virginia, to advance Columbia Gas of Virginia's (CVA) business objectives with state and local officials. As a key member of the Government Affairs team, the manager will work with leaders and business partners across CVA's service area to monitor and assess state and local policy developments and to assist in developing, communicating, representing, and advocating the company¿s positions on issues with key stakeholders.

Key Results:

  • Management of state and local government affairs
  • Provide government and external affairs support across all CVA organizational levels
  • External outreach and issues management.
  • Work with CVA leadership team to develop and implement a strategic government and external affairs strategy
  • Represent CVA, as appropriate, as a good citizen through development of solid relationships with key stakeholders.
  • Management of CVA PAC
  • Manage company lobbying efforts directed to state legislators and or local government officials, legislative committees and administrative agencies as required.
  • Develop and maintain relationships with key industry associations and coalition partners.
  •  Attend and report on state legislative, local government and executive branch hearings; review testimony submitted at relevant state or local government proceedings.
  • Analyze and assist in the development of legislative proposals of relevance to company interests and identify priorities.
  • Prepare position papers, fact sheets, articles, advocacy letters and related background materials regarding public policy matters of importance to the company.
  • Recommend options and strategies to the Director of Business Policy for achieving public policy objectives.
  • Assist the Director of Business Policy and the Director of Communications in developing and maintaining effective communications and liaison relationships with external and internal stakeholders.
  • Conduct or oversee legislative research.
  • Coordinate CVA's work with local residential customers, community leaders, municipal departments, municipal managers, local council, chambers of commerce, school districts, marketing and economic development groups and other local organizations to support CVA policy initiatives and other company programs, educate external audiences and take action to facilitate public understanding and avoid customer complaints or other situations that could negatively impact CVA's business plan.
  • Manage CVA's NiSource Political Action Committee (NiPAC) activities, including development of PAC contributor correspondence.
  • Local Government Affairs Representative will report to this position.
Selection Criteria
  • Bachelors's degree in public policy, business, communications or related discipline.
  • 5+ years of experience in a legislative, regulatory or government affairs or equivalent combination of training and experience related to the duties of the position.
  • Strong written and oral communications and advocacy skills required.
  • Experience in the research for, and preparation of, business and or public policy positions (issue briefs, fact sheets, advocacy materials, etc.).
  • Proven ability to analyze legislation and to apply analysis to justify, explain and support company policies and positions.
  • Proven ability to build and maintain effective relationships and strategic partnerships with company leadership, state and local officials and their staff, and other key stakeholders.
  • Ability to perform without continuous supervision while contributing as an active and engaged member of the CVA and NiSource team.
  • Strong organizational skills.
  • Proficient use of Microsoft Office products.
  • Strong consideration given to individuals with relevant NiSource or energy industry experience/understanding who are seeking growth and development in the legislative/public policy arena.
  • Supervision experience preferred.
