Job Description

Introduction

  • Reports to the Assistant General Counsel  Regulatory.
  • Located in Canonsburg or Harrisburg, PA
  • Provides legal advice to clients on matters of varying complexity. 
  • Applies legal knowledge to business issues, while developing subject matter expertise and knowledge of the company/industry. 
  • Will typically work in conjunction with and may receive specific direction from more senior attorneys. 
  • Combines knowledge of one or more legal specialties with sound business acumen, and knowledge of business goals and objectives.  
  • Senior Counsel: licensed attorney with significant experience in the utility industry or other regulated industry with preference for familiarity with regulatory matters before the Pennsylvania Public Utility Commission and/or the Maryland Public Service Commission and associated subject matter expertise. Will typically have at least 5 years of experience.
Responsibilities

Key Responsibilities:

  • Resolves legal issues and provides proactive legal advice and counsel.
  • Drafts legal documents.
  • Researches and summarizes laws and cases.
  • Works with outside counsel on select matters.
  • Communicates with clients regarding status updates.

 Practice Area Specific Responsibilities:

  • Prosecute cases before the Pennsylvania Public Utility Commission, the Maryland Public Service Commission, and other state regulatory commissions, as needed
  • Personally handle all aspects of administrative litigation, including trial preparation, discovery, and litigation
  • Works with and manages outside counsel on select matters
  • Prepare comments and responsive documents for rulemaking proceedings, or manage outside counsel in preparing comments
  • Prepare certificate filings
  • Prepare applications to perform new services or amend existing tariffs
  • Prepare, draft and review applications for various filings such as financing approvals, tracker requests, waivers, etc.
  • Prepare rate case filings and participate in all aspects of rate case, including hearing, discovery, witness preparation, filing motions, etc.
  • Negotiate settlements and contracts 
  • Advise and counsel clients on regulated agreements and projects
  • Counsel clients on new regulatory rules and put processes in place to comply with new rules
  • Negotiate and draft contracts with customers for regulated tariff services
  • Defend the company against customer complaints before regulatorycommission
  • Represent company in connection with formal or informal complaint proceedings or investigations
  • Trains business partners
  • Conduct legal research in support of company initiatives.
Qualifications
  • Juris Doctor degree from accredited law school.
  • Excellent written and oral communication skills including the ability to communicate and interact effectively at all levels of the organization.
  • Relevant legal experience within a governmental agency, reputable law firm, or in-house legal department of a mid to large size corporation is preferred.
  • Experience in the utility industry or other regulated industry is preferred.
  • Must be licensed to practice law in one or more jurisdictions; admission to Pennsylvania and/or Maryland bar strongly preferred; willingness/eligibility to join both required
  • Ability to balance the legal issues of a project with the goals of the business through the demonstration of strong, pragmatic business acumen and the ability to recognize the business consequences of legal advice.
  • Demonstrated application of sound logic with the ability to apply abstract concepts of law to make timely, well-reasoned and appropriate decisions to solve problems.
  • Knowledge and experience with financial principles and comfort with accounting practices is desirable.
  • Strong advocacy skills.
  • Ability to function autonomously, yet understands necessity of advising management of work progress and any unusual situations.
  • Skilled at managing multiple tasks simultaneously and effectively.
  • Ability to work independently and efficiently under time pressures and deadlines in a fast-paced environment.
  • Ability to work with cross-functional teams.
  • Adaptable to changing environments.
  • Demonstrated application of sound judgment.
  • Strong interpersonal skills including ability to engender trust, respect and confidence.

Additional Information:

  • Overtime and some travel are required.
